Cannot remove a blocked sender

I am trying to remove an email address from my blocked senders in hotmail and it comes up with the error message 'couldn't save changes something went wrong please try again later' I have tried for two days and keep getting this message.

    1. Are you using Outlook for Mac Legacy or Outlook 365?
    2. Who is the email service provider for the account?
