Exchange Online Protection - block message subject impossible for actual spam ?

It seems that it is completely impossible to block emails based on subject line or message body, if EOP has already classified the messages as Junk.

So my Junk Email folder is filled with the same CANADA PHARMACY and USA PHARMACY stuff, about 10 a day, which I could very easily block, if only the system would let me.

Outlook rules do not run against the Junk Email folder, Exchange Mail Flow rules do not work, and the new Defender for 365 security portal does not have any options for subject or message body.

Is this ever going to improve? Why do the mail flow rules not work once the message has been classified as Junk by the edge filters?

    Mail Flow rules are applied before anti-spam in EOP:

    You can use those to block by subject

    Ok, in that case you can block within Outlook or a mail flow rule as well based on sender:
