I understand that when you select Add/Remove Students in Teams or OneNote, the Class Notebook that is already linked to your class does not appear, and the system indicates that no Class Notebook has been created. I can appreciate how frustrating this can be when you need to manage student access.
In my test environment, I was able to reproduce the same issue. When I select Add/Remove Students in Teams, the Class Notebook that is already linked to the class does not appear, and I receive the error shown in the screenshot.
As a temporary workaround, I recommend managing class membership directly:
- Open the Class Team in Microsoft Teams.
- Select the More options (...).
- Choose Manage team.
- Open the Members tab.
- To add a student, select Add member and enter the student's name or email address.
- To remove a student, locate the student under Members and guests and select the X next to their name.
- Allow some time for the changes to synchronize, then verify that the notebook access has been updated.

If the issue persists after completing the troubleshooting steps in the article, I recommend creating a support ticket with the support team for further investigation, as this may require backend analysis of the Class Notebook configuration.
The support team over there has higher permission than us, they can help check the situation on your side, involve more resource to collect logs and help you do troubleshoot. This would be a more efficient way in handling this case for you.
