Hardware Program enrollment deactivated despite everything being verified

Our Windows Hardware Developer Program enrollment shows deactivated: partner.microsoft.com/dashboard/hardware redirects to restrictedaccess?reason=Deactivated (Correlation ID 7d09f93b-3d80-4956-be9e-78dcf6f6dd92, 31 Aug 2026 21:00:36 UTC).

Yet in the partner dashboard, legal info vetting is all "Authorized", the Programs page shows Hardware "Active In", and the sole tenant user is Global admin with no pending agreements.

Does anyone know how to resolve this? We are unable to sign drivers due to this and it's been very frustrating trying to resolve it.

We have filed support case 2608310050003184 and 2608310040011469 but I'm hoping someone might know a quick fix for this issue.
