    Hello Cindy,

To help narrow down the issue, might I confirm the following:

1/ Could you please confirm your account type (personal, work, or education)?

2/ Do you receive any error message when this issue occurs? If so, please provide the full error message so I can investigate further.

3/ Were you previously able to access Outlook and send, receive, and open emails normally with this account?

4/ Does this issue occur in both the Outlook desktop application and Outlook on the web? https://outlook.cloud.microsoft/

I hope I've been able to help in some way. Please keep me posted

    Kind regards,

Use this order to isolate the Outlook issue:

    1. Check whether Microsoft cloud storage is full. If storage is full, Outlook cannot send or receive email.
    2. Verify internet connectivity:
      • Open a browser.
      • Try http://www.microsoft.com or http://www.bing.com.
      • If neither opens, fix the Windows network connection first.
    3. If using classic Outlook, check the status bar at the bottom of Outlook:
      • If it shows Disconnected, Working Offline, or Trying to connect..., go to Send/Receive > Work Offline to switch back online, then try Send/Receive again.
    4. If the password was changed recently, sign in again with the updated password:
      • In new Outlook, select the email account name, select Continue, and complete sign-in with the new password.
      • If prompted to create an app password, get that app password from the email provider and use it in Outlook.
    5. If mail is stuck in Outbox, open the oldest stuck message first and check for a large attachment. Attachments larger than 20 MB can block sending. Remove the attachment and resend with a smaller file or a link.
    6. For Outlook not opening Calendar or failing generally, start Outlook in safe mode to rule out add-ins:
      • Press the Windows key.
      • Type outlook.exe /safe and press Enter.
      • If Outlook works in safe mode, create a new Outlook email profile.
    7. Repair Outlook if the problem continues:
      • Repair the Outlook program.
      • Repair the Outlook profile or create a new one.
    8. If the account is Outlook.com and mail is not being received, also check:
      • Other tab
      • Junk Email settings and folder
      • Filter > Sort > Date
      • forwarding settings
      • mail rules

If Outlook.com also cannot be opened across browsers or devices, contact Microsoft Support.
