Reactivate API Management

The API Management service has the status Stopped. I would like to reactivate it.

Stopped almost always means the Azure subscription behind the resource was disabled or suspended, usually for billing. When a subscription is deactivated, its resources get suspended with it, and APIM follows the subscription's state rather than giving you a start/stop control on the resource itself.

So the fix is at the subscription level, not inside APIM. In the portal, open Subscriptions and check the state of the one your APIM instance lives in. This page explains what each subscription state means and what causes it, and if it's disabled, the reactivation flow is here.

Give APIM a little time after reactivating the subscription. It doesn't come back instantly.

If the subscription is already active and APIM is still stuck at Stopped, that's a support case, but a free one. Azure's own supportability guidance says:

"Azure provides unlimited support for subscription management, which includes billing, quota adjustments, and account transfers. For technical support, you need a support plan."

So raise it under Subscription Management rather than as a technical issue, and explain that the subscription is active but the APIM resource hasn't come back with it.
