My Azure for Students subscription restricts me to regions including Japan West, New Zealand North, East Asia, Malaysia West, and Chile Central. Attempts to create a Foundry resource in Australia East are blocked by Azure policy. How can I resolve this?

This behavior is expected for Azure for Students subscriptions. These subscriptions have a Microsoft-managed Allowed resource deployment regions policy that restricts deployments to a predefined set of regions, and the allowed regions can vary by subscription.

Since Australia East isn't included in your subscription's allowed locations, the policy will block the Foundry resource deployment there.

You can check your subscription's current allowed regions:

In the Azure portal, open Policy.

Go to Authoring → Assignments.

Find Allowed resource deployment regions.

Open the assignment and check Parameters → Allowed locations.

Deploy the Foundry resource in a region included in that list.

Microsoft Foundry currently supports project creation in regions including East Asia, Japan East, Australia East, West US, West US 3, and others. However, availability of individual Foundry models and features can vary by region, so the specific model you intend to use should also be checked for regional availability.

In your case, East Asia is both in the allowed-region list you provided and is currently a supported Foundry project region, so I recommend trying East Asia first, provided the required model/feature is available there.

If the required Foundry capability is not available in any of your permitted regions, there isn't a customer-side setting that can simply remove the Azure for Students region restriction.

Azure for Students subscriptions are region-restricted, and the allowed regions vary per subscription. The immediate fix is to deploy the Foundry resource only in one of the regions listed in the Allowed resource deployment regions policy for that subscription.

For this case:

In Azure portal, go to Azure Policy → Authoring → Assignments.
Open the assignment named Allowed resource deployment regions.
Check Allowed locations under Parameter value.
Create the Foundry resource only in one of those allowed regions.

Microsoft Foundry projects are available only in specific Azure regions. Australia East is a supported Foundry region, but if the subscription policy blocks it, deployment there will fail. Foundry is also available in Japan East and East Asia, among other regions. From the listed allowed regions, East Asia is a Foundry-supported region, so that is the best region to try first.

If deployment is still blocked after selecting a region that is both:

allowed by the subscription policy, and
supported for Foundry,

then use a different Azure region for deployment.

If there is a strict business or data-sovereignty requirement for a blocked region, a remediation or region access request can be submitted through Azure support. For reserved access regions, the support request uses Service and subscription Limit (quotas) and Other Requests. For the specific location ineligible policy affecting West Europe, Microsoft documents a support path for requesting access when there is a clear requirement.
