Hardware Developer Program: "Account not found" + empty Hardware dashboard + Partner Center support form fails (401)

I completed Legal Info / Identity Verification for my Partner Center developer account (Vetting status: Authorized), and my EV code signing certificate is uploaded and shown as Active under Manage Certificates.

I then registered for the Windows Hardware Developer Program via Account settings > Programs > Hardware > "Go to Dashboard". The resulting Hardware workspace is completely empty - no option to submit hardware or drivers.

The Eligibility Dashboard page shows:

"Account not found. No partner account is linked to your sign-in. Please sign in with an enrolled partner account or contact support."

I tried opening a support request via partner.microsoft.com/support (Category: Enrollment > "Enroll as a Developer for Hardware program"). Clicking "Review solutions" produces an infinite loading spinner. Browser console shows repeated errors:

"Failed to load resource: the server responded with a status of 401 (Access Denied)" for api-supportservices calls.

I am properly signed in (confirmed via the account menu showing my name and email correctly).

It looks like my account isn't properly linked between my Microsoft Entra ID and my Partner/MPN hardware program record on the backend. Could someone from Microsoft help investigate and link/activate the Hardware program for my account? I'm also unable to submit a support ticket through the normal flow since that form itself returns 401 errors.
