i tried all steps and option , deleted all previous suspesios rules, 2 factor authen, still flooded in hotmail

    Good day.

    Since you've already removed the suspicious rules and enabled two-factor authentication, I wouldn't repeat those steps. The next thing I'd check is whether the messages are actually being sent to your mailbox by a compromised sender/subscription, or whether something is forwarding them into the inbox. Try this:

    1. Open Outlook.com in a browser and go to Settings > Mail > Forwarding. Make sure forwarding is turned off unless you specifically use it.
    2. Go to Settings > Mail > Rules and confirm there aren't any rules you don't recognize. Since you've already checked this, don't recreate or delete anything else unless you see something suspicious.
    3. Check Settings > Mail > Junk email and add the unwanted sender/domain to the Blocked senders and domains list. If the flood is coming from many different addresses, blocking individual addresses won't help much.
    4. If you're receiving a very large number of messages from different senders, check whether they're all related to the same newsletter, service, or mailing list. In that case, use the Unsubscribe option in the message rather than trying to block hundreds of addresses.
