The behaviour you are describing is a known limitation. Payment providers enforce a minimum transaction value, and a balance as small as ₹0.07 typically falls below that threshold. As a result, the payment is declined at the processor level rather than by Azure, which leaves the balance outstanding and the subscription in a disabled, read-only state.
Because this amount cannot be settled through the standard payment flow in the portal, the balance needs to be adjusted or written off by the Microsoft Billing team, after which the subscription can be re-enabled.
Please follow the below recommended steps:
Navigate to Cost Management + Billing > Invoices, select the outstanding invoice, and choose Pay now to confirm whether the decline is consistent.
- Update or re-add the payment method under Cost Management + Billing > Payment methods, as a refreshed card authorisation occasionally allows small balances to clear.
- If your account has a different payment method available, attempt the payment using that method.
Please note that once the balance is cleared, subscription reactivation typically completes within a short period, after which full write access will be restored.
