Does Copilot Cowork support collaborative development and maintenance, or would Power Automate be a better choice?

I'm planning to implement an agentic automation solution that requires orchestrating two independent agents and running trigger-based workflows, so Copilot Cowork initially seemed like a great fit.

The challenge is that Cowork feels more geared toward personal workflows, whereas I'd like to build something that can be shared with other team members so they can contribute, make changes, and maintain it over time. Additionally, once I roll off the project, I want others to be able to take ownership of the solution without significant friction.

While researching alternatives, I found that Power Automate can support similar use cases. However, I find the development experience in Power Automate considerably less intuitive than the Copilot ecosystem.

Is there a way to build a collaborative, team-owned solution in Copilot Cowork, or would I need to move to Power Automate for that? Are there any alternative approaches you would recommend?

    For a solution that requires multiple agents, trigger-based workflows, team collaboration, and long-term ownership, Copilot Cowork may not be the ideal platform, as it is primarily designed around individual user workflows.

    For a team-owned and maintainable solution, we recommend considering Copilot Studio with Agent Flows/Power Automate:

    • Copilot Studio – agent orchestration and multi-agent scenarios.
    • Agent Flows / Power Automate – triggers, scheduled workflows, and deterministic actions.
    • Solution-aware Power Platform components – support shared ownership, governance, and lifecycle management.

    This approach provides a more collaborative and sustainable architecture while retaining the Copilot/agentic development experience.

    Use Cowork for personal/ad-hoc automation, and use Copilot Studio + Power Automate/Agent Flows for production, team-owned solutions that need to be maintained beyond the original developer.
