One minor detail the AI Answer left out is that with New Outlook for Windows the Export only works if you have a MS 365 Subscription or a standalone version of Classic Outlook installed.
If this is your situation:
1 -- Get a Trial MS 365 Family Subscription. Install Classic Outlook. Do your export to a PST file (which you can not access without Classic Outlook). Cancel the MS 365 Subscription. Yes. It's a PITA and as clunky as it sounds.
2 -- Look for a free external Outlook Archive Program. This connects to your email account and pulls down everything to a local database on your PC. e.g. Free MailStore Home
