Error message between user name and password logging into Hotmail

For the last 48+ hours, while trying to get into my Hotmail account, I get stuck on a page between user name and password. The page says:

Face, fingerprint, PIN or security key

Your device will open a security window. Follow the instructions there to sign in.

If I hit the back button, it takes me back to the above. If I arrow back, I get the following error message:

The help page only tells me to reset my password, which is stupid because I can't reach the password page to use it. How do I fix this?

    Hello,

    According to this error message, it appears you might not be using the right URL.

    Can you launch your web browser in incognito/inprivate mode, then go to https://www.outlook.com, then sign in. Let me know if it allows you to access.
