i7-7820HQ is supported for Windows 11, but PC Health Check say that I cannot upgrade

My PC is a Dell Latitude 55800 with a i7-7820HQ.
This processor is compatible for Windows 11 according to this page : https://learn.microsoft.com/fr-fr/windows-hardware/design/minimum/supported/windows-11-supported-intel-processors

Unfortunately, the application PC Health Check say that this processor is not eligible for Windows 11.

There is a [1] on the page that say :

[1] Only select devices that shipped with modern drivers based on Declarative, Componentized, Hardware Support Apps (DCH) design principles.

What does it mean ? Can I install Windows 11 ?

    In the footnote, if you click on the selected devices it will send you to a page with list of supported devices and currently only the following devices are supported:

    Dell Precision 5520
    Surface Studio 2

    For this CPU, you will need to have a supported devices too, so even if you have a compatible processor , in case your device is not listed, you won't be able to upgrade and this is exception for this CPU model.

    Windows 11 can be installed in a supported or unsupported fashion.

    For supported upgrades the Windows upgrade agent checks for certain parameters.

    If it finds any parameters that do not meet the current upgrade criteria it block the upgrade.

    For unsupported upgrades there are two methods:

    1) Backup all important files then clean install Windows 11.

    There is not Windows upgrade agent check when performing clean installs.

    This method has been performed on many old computers.

    These included desktops, laptops, and tablets.

    2) Modify the registry and / or files so that the Windows upgrade agent does not detect unsupported parameters
