Azure SSO with non AD\Azure account

Hi I have hybrid AD ( onprem AD & Azure AD) SSO enabled.
now i come to requirement that need SSO with non AD\Azure account.
Is there any way to achieve that?
just got one url
will it work?

Could you please elaborate in detail, what do yo mean by non AD\Azure account SSO? do you mean external users who belongs to partner Azure AD or Consumer account? a link that you mentioned more on Alternate login method for environment where Hybrid users can use email address instead UPN name for identify their account during authentication.
