Configuration Failed

Have a fresh install of Sharepoint 2019 (Windows Server 2019 Standard) and SQL Server 2019 Standard Edition.

SharePoint server installs with the setup domain account without issue but the products configuration wizard will not bypass the Specify Configuration Database Settings with the domain account.

When specifying the db server/name/username/password and selecting next I immediately receive an error cannot connect to database master at SQL server error. The domain account has the required server roles in SQL (dbcreator, public, securityadmin, sysadmin).

Running the configuration as the local administrator allows me to successfully enter the configuration database settings but fails on step 3 with the error failed to create configuration database. An error occurred while getting information about the user ***** at server ****: Access is denied.

I gave the user domain admin access, local admin access on both servers (restarted after doing both) to see if that would fix the issue but I still receive the same errors above.

Any help / guidance would be greatly appreciated.

    If this account is used to set up each server in your farm by running the SharePoint Products Configuration Wizard, the initial Farm Configuration Wizard, and PowerShell, it requires the following permissions. Please check and compare:

    In order to better trouble shooting, I have found a blog for you to do a more detailed inspection. (For example: Make sure SQL Server is running on a service account that is granted with local administrator access rights! (Not running on accounts such as local service, network service!)
