Are you trying to buy, or trying to renew? Is there any specific error message?

Does your account currently have any subscriptions that are active or about to expire? Check https://account.live.com > subscriptions? If so, if these subscriptions were originally signed up in a different country?

Also, can you go to https://account.live.com > Your info, make sure the language field is not blank or incorrect. Make sure you have it set up to the correct language. Review your country and region as well. Make sure they are correct and matching the credit card's billing address country.

If there's any country mismatch, you typically can run into issue.

If you don't have country mismatch issue, your best bet is to reach out to billing support.

Go to https://support.microsoft.com/contactus, Type "Billing" and press Enter. On the next screen, click "Contact support" at the bottom of the page, then choose "Microsoft 365" > "Manage my subscription". You’ll then see the option to chat with a Microsoft support agent who has access to your account to help review the issue.

You can reference this detail step by step instruction with screenshots I posted in this thread: https://learn.microsoft.com/en-us/answers/c/2714817

You haven't told us how you are trying to purchase a subscription to Microsoft 365 ... there are many ways to do this.

The most straightforward way to purchase a subscription is directly from Microsoft on their website:

    (In the US) https://www.microsoft.com/en-us/microsoft-365/p/microsoft-365-family/cfq7ttc0k5dm

What's important to have in mind is that you do not purchase a subscription to Microsoft 365 ... your Microsoft account purchases the subscription. So the first thing to decide is: which of your Microsoft accounts (if you have more than one) is going to purchase your subscription?

Once you've made that decision, the next thing to do is to give that Microsoft account a way to pay for its subscription. The Microsoft account is doing the buying, so the Microsoft account is doing the paying. To do this, sign in to your chosen Microsoft account[ https://account.microsoft.com/account ] and go to Payment Options

That's where you can add a credit or debit card to your Microsoft account, which it will use to pay for the subscription.

You can also use Paypal or Venmo.

Once you have setup a payment method in your Microsoft account, go to the Microsoft 365 Family purchase website described above and make your purchase. Make sure you are signed in to the correct Microsoft account.

Questions? As you can see, you have an opportunity to chat about your purchase right on the page.
