The simplest option is to uninstall the updates KB4598299 or KB4598301 from your PC then reboot it.
PC Crashes when opening applications
This is a complicated one. Here's the short version. Any time I attempt to open an application, my PC will crash. I have replaced my CPU cooler, both my SSD's, and done 2 clean installs of Windows 10 to no solution. I can get to the desktop, go through settings, explore my drive, I can even open the Microsoft store and play a game downloaded from there.
Since I've done the clean installs, the only other application available is Microsoft Edge, but as soon as it opens I get blue screened. These problems do not exist while in safe mode, which is how I can do this post now. I am hoping this is some crazy weird driver issue and not more hardware I need to try replacing, as I am past $200 going that route so far.
My PC Specs are:
Graphics: NVIDIA 2070 TI SUPER
CPU: Intel I-7 9800X
Motherboard: ASUS TUF X299 MK.2
RAM: 32 GB
Drive: 1 TB SSD

You have already answered your question as your PC runs fine in safe mode , this must be a Hardware you have added or the driver of that hardware . Safe Mode is a Windows 10 feature that starts your computer with most of its nonessential features disabled.
If a problem doesn't happen in safe mode, this means that default settings and basic device drivers aren't causing the issue.
There are several things that happen when Windows boots in Safe Mode that differ from a standard boot:
Safe Mode does not run the autoexec.bat or config.sys files.
Most device drivers are not loaded. A device driver is the software that Windows uses to interact with a piece of hardware, such as a printer or scanner.
Instead of the normal graphics device driver, Safe Mode uses standard VGA graphics mode. This mode is supported by all Windows-compatible video cards.
