I'm in the Exchange Admin Center but I don't see where "Recipients > Mailboxes" is located

    Whether you can see the Recipients page, or any other UI element within the Exchange Admin Center, depends on the permissions granted to your user account. With non-admin accounts, or a role that does not include sufficient permissions, you will not get access.

    In the Exchange admin center, Recipients is in the left-hand feature pane. Under that area, Mailboxes is a tab.
