Azure DevOps orphaned organization billing blocks resource group deletion

The original Azure DevOps owner was permanently deleted from our Microsoft Entra tenant. I am the Global Administrator, Azure DevOps Administrator, and Azure subscription Owner. The organization zehan0786 is orphaned, and Claim Ownership fails. Its billing association is blocking deletion of the VisualStudioOnline resource group. Please help recover ownership or remove the Azure billing association.

    The issue is an orphaned Azure DevOps organization whose deleted owner is still associated with Azure billing.

    Ensure your account has the Azure DevOps Administrator role in Microsoft Entra ID.

    Go to: https://dev.azure.com/zehan0786

    Use Claim Ownership. Microsoft confirms an Entra Azure DevOps Administrator can reclaim an orphaned organization when the owner/PCA accounts are inactive. Role changes can take up to 1 hour to propagate.

    After ownership is restored, go to Organization Settings → Billing and remove/change the Azure subscription billing association.

    Then delete the VisualStudioOnline-... resource group
