Outlook rules

Hi Everyone,

When we are creating email rules, we are getting error: Couldn't create rule. Please find the attached error. This error only comes after we create a couple of rules.

When we try to create another rule, it is popping above error. We tried both Desktop application and Web application.

Mailbox rules storage is already set to 256 KB. Is there a way to check if we reached the storage limit for rules? Is there any limitation on how many rules can be created in specific amount of time?

Best regards,

Aaran Varatharajan

    Good day @Aaran Varatharajan,

At this time, Microsoft does not provide a way to check the exact amount of inbox rule storage currently being used, nor is there a documented limit on the number of rules that can be created. The available quota is affected by factors such as the length of rule names and the complexity of the conditions and exceptions used.

As a result, one mailbox may reach the limit with around 30 rules, while another may be able to support 40 or more simpler rules.

To help avoid the "Couldn't create rule" error, I recommend:

    • Using only the conditions and exceptions that are necessary.
    • Keeping rule names as short as possible.
    • Removing unused or outdated rules.
    • Combining similar rules where possible.

If you have recently increased the mailbox rules quota, please note that the change may take up to 24 hours to fully propagate and take effect across the service.

These steps can help reduce rule storage usage and allow additional rules to be created successfully.

For more information, please refer to Microsoft's documentation: Modify the space used by Inbox rules in Exchange Online | Microsoft Learn.

As Microsoft forum's "AI answer" recommended, you can check the mailbox quota by using:

    PowerShell

    Get-Mailbox ******@contoso.com | FL DisplayName,RulesQuota

If the issue persists after reviewing and simplifying existing rules, I recommend contacting Microsoft Support for a deeper investigation.

Yes. The behavior matches hitting the mailbox rules quota.

For Exchange Server 2007 and later, the default mailbox rules quota is 64 KB, and it can be increased up to 256 KB per mailbox. If the mailbox is already set to 256 KB, that is the documented maximum mailbox rules quota.

To check the current configured quota for a mailbox, use:

    Get-Mailbox ******@contoso.com | FL DisplayName,RulesQuota

To set it, the documented command is:

    Set-Mailbox ******@contoso.com -RulesQuota:256kb

If the mailbox is already at 256 KB and new rules fail after several existing rules are present, the supported workaround is to reduce the total size of existing rules. Documented ways to do that are:

    1. Rename rules to shorter names.
    2. Delete old or unused rules.
    3. Combine similar rules to reduce overall rule size.
    4. If rules move mail to a .pst file, move the .pst to a location with a shorter path name.
    5. If applicable, clear On this machine only for rules that move messages to a .pst file.

The provided documentation does not mention any time-based limit on how many rules can be created within a certain period.

A related documented limit exists for Exchange mail flow rules: a single mail flow rule can be at most 8 KB, but that applies to transport/mail flow rules, not standard Outlook mailbox rules.
