For Microsoft Endpoint Manager, it includes the following services:
Microsoft Intune
Configuration Manager
Desktop Analytics

Windows Autopilot.

From intune's point of view, generally, we use Global Administrator or Intune Administrator to manage all data, including create policies for devices. These two roles have the maximum permission.

What did you mean that "Did any device gets blocked"? If you didn't deploy the policy to these devices, their behavior isn't as the policy configured.
