Unable to install 2021-10 Security and Quality Rollup for .NET Framework KB5006763

Question

We normally use Configuration Manager to deploy patches to our clients. But, one of our Windows Server 2012 R2 is not getting patched with the latest 2020-08 Security Only Update for .NET Framework 3.5, 4.5.2, 4.6, 4.6.1, 4.6.2, 4.7, 4.7.1, 4.7.2, 4.8 for Windows 8.1 and Server 2012 R2 for x64 (KB4570502). Tried troubleshooting it through sccm client, but no luck. So, I tried downloading the actual KB patch it self. How do you tell which of the .msu is the right one to download?

I downloaded all 4 of the .msu files and tried installing each one.
windows8.1-kb5006067-x64 - said it does not apply to the system
windows8.1-kb4578953-x64 - failed to install
windows8.1-kb4578956-x64 - got installed
windows8.1-kb5006064-x64 - got installed

This file windows8.1-kb4578953-x64_a69c4f610be6fcb6ff81d6668314c833f14cfed1.msu, it fails and creates an Event ID 3, WUSA,
Windows update "Update for Windows (KB4578953)" could not be installed because of error 2147956498 "The component store has been corrupted." (Command line: ""C:\Windows\system32\wusa.exe" "C:\Users\"User"\Desktop\2021-08 Security and Quality Rollup for .NET Framework for Windows Server 2012 R2 for x64 (KB5004873)\windows8.1-kb4578953-x64_a69c4f610be6fcb6ff81d6668314c833f14cfed1.msu" ")

I did the Windows Update reset by stop/restarting necessary services and deleting the SoftwareDistribution folder along with deleting the WindowsUpdate.log. Reboot and tried installing the same .msu file. Same result / Event ID 3 same message.

Checked out the WindowsUpdate.log file and found this:
