I have an old server with Windows 2008R2 on it. Can I purchase Windows Server 2019 OEM and install it on?

    No legally for OEM, OEM software can be buy after 60 days of the initial purchase of the physical server you apply it to, if my memory is right on the 60 days. After that any reseller will offer you a retail version.
