Microsoft Learn Plans – Learner progress not tracked and CSV report is empty

Question

Dear Microsoft Support Team,

I am experiencing an issue with learner progress tracking in Microsoft Learn Plans.

I created a Microsoft Learn Plan and used the “Invite learners” function to invite teachers to the Plan. The invited learners accessed the Plan while signed in to Microsoft Learn and completed the assigned learning content.

However, the Plan’s “View progress” panel still shows:

• Started: 0
• In progress: 0
• Completed: 0

I also selected “Download CSV”, but the downloaded report contains no learner data.

Could you please help verify why the invited learners and their completion progress are not being recorded in the Plan reporting?

For reference, I can provide screenshots of the Plan, the View progress screen, the empty CSV report, and details of a test learner if required.
