Reinstall or switch to the same Windows 11 edition that originally came with the PC, because error 0x8007007B commonly occurs when the installed edition is using an Enterprise or other volume-license key instead of the device’s Home or Pro license.^1^
1. Check the installed edition
- Select Start → Settings → System → Activation.
- Note the edition shown, such as:
- Windows 11 Home
- Windows 11 Pro
- Windows 11 Enterprise
- Compare it with the edition listed on the PC’s original invoice, packaging, Certificate of Authenticity, or manufacturer’s specifications.
The Windows edition and product key must match. A key for Home cannot activate Pro or Enterprise, for example.^2^
2. If the correct edition is already installed
- Connect the PC to the internet.
- Open Start → Settings → System → Activation.
- Select Troubleshoot. In current Windows 11 versions, this may open activation diagnostics through the Get Help app.
- Restart the PC, return to Activation, and check whether it now reports Windows is activated.^1^
If you have the original 25-character key:
- Under Activation, select Change product key.
- Enter the key supplied with the PC.
- Select Next → Activate.
For a preinstalled copy, the key may be embedded in the PC, included in its packaging, or printed on a Certificate of Authenticity. If it cannot be found, contact the device manufacturer.^3^
3. If Enterprise or the wrong edition was installed
Do not purchase a new license yet. Back up personal files, then reinstall the original edition—normally Windows 11 Home or Windows 11 Pro—using official Windows installation media.
During installation:
- Select the edition that originally came with the device.
- If prompted for a key, select I don’t have a product key.
- Finish installation and connect to the internet.
- Open Settings → System → Activation.
A properly licensed device can reactivate after reinstalling the same Windows edition; installing a different edition can prevent activation.^1^
Warning: A clean installation can remove applications and personal data, so create a backup first.
4. If the original edition still will not activate
Contact the PC manufacturer or retailer and provide:
- Device serial number
- Purchase receipt
- Installed Windows edition
- Error code
0x8007007B
- Confirmation that Windows was advertised as preinstalled
If the manufacturer confirms the embedded license is valid and matches the installed edition, use the Get Help app to contact Microsoft activation support. If the seller installed an organization’s volume-license copy instead of a consumer license, the seller must provide the correct license.^4^
