LicensingDescriptionに以下の記載がある

現状、RDライセンスモードはユーザー数を指定しております。
しかし、ライセンスマネージャーから確認すると、一時的なデバイスCALが払い出されている状態です。

(gwmi -Class Win32_TerminalServiceSetting -Namespace root\cimv2\TerminalServices)
を実行したところ、「Licensing Description」の欄に以下のメッセージが出てしまいます。

ライセンスをユーザーに割り当てることは、現在管理されていません。

これはどのようなことが原因なのでしょうか？

色々調べてみましたが、わかりませんでした。
