An Azure service for ingesting, preparing, and transforming data at scale.
Create the Data Factory in a region listed by the subscription’s Allowed resource deployment regions policy; East US and Japan East are failing because they are not currently permitted for this subscription.
Find the permitted regions
Since trying other regions has not worked, inspect the policy rather than testing regions individually:
- In the Azure portal, select Policy.
- Go to Authoring → Assignments.
- Set the scope to the subscription where
sample-dev-01is being created. - Open the assignment named Allowed resource deployment regions, Allowed locations, or a similar name.
- Select Parameters and note the regions in Allowed locations.
- Return to Create data factory, select one of those permitted regions, and submit the deployment.
This exact RequestDisallowedByAzure message is associated with a subscription region restriction, and the assignment’s parameter values identify the usable regions.^1^ Azure’s region-optimization policy chooses available healthy regions based partly on geography and can prevent deployment elsewhere.^2^
Ensure the portal is showing the correct subscription before inspecting the assignment. The resource group’s location does not determine whether the Data Factory’s selected location is allowed.
If none of the allowed regions works for Data Factory
Open an Azure support request asking for access to a suitable region:
- Azure portal → Help + support.
- Select Create a support request.
- Select the affected subscription.
- Choose the issue category for a resource operation blocked by policy or region access.
- Include:
- Error code:
RequestDisallowedByAzure - Resource type: Azure Data Factory V2
- Requested region
- Business reason for requiring that region
- The allowed-region list shown by the policy assignment
- Error code:
Microsoft documents support escalation when the required region is unavailable under region optimization.^2^
If this is an organization-managed subscription
Ask the subscription or policy administrator to review the applicable assignment. A deny policy prevents resource creation until the deployment complies with its allowed values or the authorized administrator changes the assignment.^3^
Do not keep changing Data Factory names or retrying East US/Japan East; those changes will not bypass a subscription-level regional restriction.
