Subject: Request for Review of Microsoft 365 Developer Sandbox Eligibility and Accessibility Considerations

Dear Microsoft 365 Developer Program Support Team,

My name is Dror Levi, and I am an IT System Administrator currently building a small IT and Microsoft 365 services business under the [Moderator note: Personally Identifiable Information removed]

I recently joined the Microsoft 365 Developer Program and noticed that my account is currently not eligible for a Microsoft 365 Developer Sandbox subscription. While I understand that eligibility decisions are made according to Microsoft’s program requirements, I would greatly appreciate a review of my situation and any additional information regarding my eligibility status.

My primary goal is to gain hands-on experience with Microsoft technologies in a safe testing environment, including:

Microsoft Entra ID

Exchange Online

Microsoft Intune

Microsoft Defender

Microsoft Graph

Power Platform

Microsoft 365 Administration

Security and Identity Management

Automation and Integration Solutions

As an independent IT professional, I am actively investing significant time in learning, testing, and developing Microsoft 365 solutions that I intend to use professionally while supporting future customers. Access to a Microsoft 365 Developer Sandbox would help me build practical experience, validate configurations, and develop best practices before working in production environments.

In addition, I would like to respectfully mention that I am a person with a recognized disability. I fully understand that disability status may not be a qualification criterion for sandbox eligibility. However, I would appreciate any information regarding accessibility accommodations, alternative learning resources, support programs, educational opportunities, or any special considerations that Microsoft may provide to help individuals with disabilities access Microsoft 365 learning and development environments.

If there are specific requirements, qualifications, certifications, subscriptions, or actions that I can complete to become eligible for a sandbox subscription in the future, I would be grateful for your guidance and recommendations.

Thank you for your time, consideration, and support. I genuinely appreciate the opportunities that Microsoft provides to the IT and developer community, and I look forward to continuing my professional development within the Microsoft ecosystem.

Kind regards,

    Hello @Dror Levi

Since this is a user-to-user community forum, I can only provide guidance and troubleshooting suggestions based on my experience as a user and the information you have shared.

To begin, I recommend checking whether you meet the eligibility requirements for the Microsoft 365 Developer Program and an E5 developer subscription. You can review the eligibility and enrollment information here:Microsoft 365 Developer Program FAQ | Microsoft Learn

If you have confirmed that you are eligible but are still unable to complete the subscription process, please try again using an InPrivate/Incognito browser window. This can help rule out issues related to existing browser sessions, cookies, or cached sign-in information.

If your Microsoft 365 account or subscription was obtained through a third-party vendor or partner, I would also recommend checking with them to confirm whether there are any account, subscription, or tenant-related conditions that need to be addressed.

If the issue continues after these checks, you can contact Microsoft Support for further assistance. Please visit the Microsoft 365 Developer Program portal and select Support.

Then, follow the guidance in this article to submit a support request: Microsoft Engage Center Get Help

Once your ticket has been submitted, the support team will be able to review your case in more detail and provide further assistance.

I hope this information is helpful and that you are able to resolve the subscription issue soon.

A Microsoft 365 Developer Program membership does not automatically include a sandbox. The Microsoft 365 E5 developer sandbox is a separate subscription that must be requested and provisioned after program enrollment, eligibility confirmation, any required verification, and dashboard provisioning.

Current supported qualification paths for a Microsoft 365 E5 developer subscription are:

    1. Eligible Visual Studio Professional or Enterprise standard subscribers.
    2. ISV Success Program members.
    3. Eligible Microsoft AI Cloud Partner Program participants.
    4. Companies with Premier or Unified Support contracts.

If the dashboard shows that the account does not currently qualify, the documented checks that can affect validation include:

    1. Subscription status.
    2. Assignment status of the subscription.
    3. Identity verification requirements.
    4. Regional or program-specific restrictions.
    5. Temporary validation issues.

    Actionable next steps:

    1. Sign in to the Developer Program dashboard with the same member ID used to join the program.
    2. If there is an eligible Visual Studio or partner-related qualification path, verify that it is active and assigned to the same account.
    3. Retry the validation process.
    4. In the dashboard, look for Set up E5 subscription. That option appears for self-service eligible members.
    5. If using an enterprise or production Microsoft 365 subscription today, note that it does not create, replace, or qualify the account for a developer sandbox.
    6. If a sandbox is needed for development and testing but the account does not qualify for the Microsoft 365 Developer Program path, create a free Microsoft Entra tenant for development instead. The documented alternative is a new tenant with Microsoft Entra ID Free tier, with the option to activate a free trial of Microsoft Entra ID P1 or P2 if needed for testing.

    Important limits and notes:

    • Only one Microsoft 365 developer subscription is allowed per Developer Program membership.
    • Microsoft employees cannot request a sandbox through the program.
    • Government cloud environments such as GCC, GCC High, and DoD are not supported by the Microsoft 365 Developer Program.
    • The sign-in account for the Developer Program dashboard is different from the admin ID created for the sandbox.
    • Phone numbers and *.onmicrosoft.com accounts are not supported for Developer Program sign-up.

The available documentation does not describe disability-based eligibility exceptions or special sandbox qualification accommodations. It does document the standard eligibility paths and the free Microsoft Entra tenant alternative for development and testing.
