An Azure service that is used to implement corporate governance and standards at scale for Azure resources.
Keep denyWriteAndDelete enabled and open an Azure support request for the failed subscription-scope registration, because Microsoft documents the UAE North workaround only for management-group-scoped stacks—not for the az stack sub validate operation used here.
What the error establishes
az stack sub validate validates a deployment stack at subscription scope, and denyWriteAndDelete is a supported deny-settings mode.^1^
Microsoft lists DeploymentStackTenantRegistrationFailed as a known UAE North issue when creating a management-group-scoped deployment stack, with manual tenant registration as its workaround.^2^ Your operation is subscription-scoped, so that workaround cannot safely be assumed to apply.
Consequently:
- The available documentation does not identify the exact cause of this subscription-scope failure.
- It does not establish whether the failed state is tenant-wide, subscription-specific, regional, or internal to the Deployment Stacks service.
- Owner access and the absence of visible deny assignments do not provide a documented self-service repair for this error.
- There is no documented subscription-scope command that manually performs this registration while retaining
denyWriteAndDelete.
Preserve the configuration and collect diagnostics
Since validation failed before creating the stack, continue using validation rather than switching to az stack sub create.
- Rerun the exact same command, retaining every template, parameter, scope, deployment-resource-group, and deny-setting argument.
- Append
--debugonly; do not reconstruct or simplify the command. - Capture:
- UTC timestamp
- Subscription and tenant IDs
- Region: UAE North
- Complete error code and message
- Correlation/request ID from the response
- Azure CLI version
- Sanitized debug output
- Confirmation that no stack was created
For Bash, place the original arguments unchanged in an array:
original_args=(
# Paste every argument from the existing validation command here,
# including template/parameters and deployment resource group.
)
az stack sub validate "${original_args[@]}" \
--debug 2>deployment-stack-validation-debug.log
Remove access tokens, secrets, and secret parameter values before attaching the log to a support case.
Your selected protection remains supported: denyWriteAndDelete blocks updates and deletion of managed resources, and protection can be extended to child scopes.^3^
Escalate without modifying production resources
In the Azure portal, open Help + support → Create a support request, select an Azure technical issue, and route it to Azure Resource Manager/Deployment Stacks if that service choice is offered.
Include this investigation request:
az stack sub validatefails in UAE North withDeploymentStackTenantRegistrationFailedwhile usingdenyWriteAndDelete. This is a subscription-scoped stack, not a management-group-scoped stack. Please inspect the Deployment Stacks backend tenant/subscription registration state and the correlation-ID telemetry. Validation failed before stack creation or resource modification. The documented management-group workaround must not be applied unless Microsoft confirms that it also applies to this subscription-scope operation.
Microsoft intervention is the appropriate next step unless support identifies a documented subscription configuration change for this scope. The evidence supplied does not justify changing the production resource group, deleting metadata, or disabling protection.
Do not use these unrelated registration procedures
Do not run Azure Stack Hub tenant-usage registration commands such as New-AzResource against Microsoft.AzureStack/registrations. Those procedures register tenants for Azure Stack Hub usage tracking, not Azure Resource Manager Deployment Stacks.^4^
Likewise, avoid registering arbitrary resource-provider namespaces unless the validation response explicitly reports ResourceProviderNotRegistered and names the required namespace. The reported error alone does not establish a missing subscription resource provider.
