Different component with the common problem with 2FA

Hypothetically, if a person who has 2 FA (phone and email) had to change their phone number quickly, due to being a victim of a violent assault (there is an active criminal court case) and no longer has access to said phone number for obvious reasons and has forgotten their password is there any leeway with this? The attacker was the "owner" of the phone number and so there is zero way to access it to recieve a code.
Clarification, they have an Outlook email and an Xbox account. The email address (but not password) and gamer tag is known. Hours have been spent trying to recover the account. So any of the normal steps that are available are not an option.

    Hey there, BDDAEA

While this is sad, that this has happened, they would need to go through the recovery process for the Microsoft account. Please can you ask your friend to complete the sign-in helper tool here: https://aka.ms/sign-in-helper

This will check the Microsoft account to see if there are any problems. Depending on the options they have selected, will depend on which recovery method the tool will suggest. Please make they complete the form as much as they can, so the account team is able to verify if they are account owner or not.

    Hopefully this helps,
    Nathan
