How to make WHLK package with in-box driver and Extension inf.

I am a beginner user of the WHLK Tool.

I using in-box driver using "input.inf" file in the windows folder. and make the Extension file. to activate the Wake on Touch function.
I tried to make WHLK Package but I meet this error message after WHLK Test.

but I meet this error message" -> "Package creation stopped due to Driver failing signability test WHLK"

I tested all HID-Touch Screen items, but I met the error.
Is there anything else I need to test?
