If I have a MSDN account, can i install visual studio on my PC or do i need a PC specific which should be in Development environment only?

Having MSDN accounts gives me license for using Visual studio in Production environment or not.
Can I use MSDN license on regular PC used for general purpose office work

    If you have access to a Visual Studio license then you can install it on any PC as long as you meet the system requirements.
