Developing and testing features or extensions for Microsoft Edge

I want to register as an Individual Microsoft Edge extension developer with my personal Microsoft account (an outlook.com MSA). The "Microsoft Edge Developer Account Registration" form never appears.
What happens
https://partner.microsoft.com/dashboard/microsoftedge/public/login redirects to https://partner.microsoft.com/dashboard/home?accountProgram=MSEdgeAddons, which only shows the "My access" tile. No registration form.dashboard/home?accountProgram=MSEdgeAddons./dashboard/microsoftedge/overview and /dashboard/registration/microsoftedge both redirect to dashboard/home.accountProgram=basicpartnernetwork), which asks for a work account. That is not what I need.Tried: Chrome with zh-CN and en-US locales, signing out and in again, several entry URLs. Same result every time.
The Partner Center "New support request" form can't be used either: the required Workspace dropdown shows "No results found" because my account has no program yet. I have also emailed ext_dev_support@microsoft.com.
Question: How can I get the Microsoft Edge program enrollment enabled/reset for my existing personal MSA so that I can complete the registration form as an Individual? The extension is ready to submit. I can share the account email privately with Microsoft staff.
Thank you!

AI answer
Use a personal Microsoft account (MSA) for Edge program enrollment, not a work or school account. The Microsoft Edge program does not support registering with a work or school account. If the current Partner Center account is tied to a commercial setup or the Primary Owner is not an MSA, register for the Microsoft Edge program with a personal MSA instead, then associate Microsoft Entra later if needed.
