WVisual Studio gives 404 error on opening

I had been using Microsoft Visual Studio Community 2019
Version 16.10.0 to create and edit SQL Server SSIS packages successfully until a couple weeks ago on a Windows 2019 server. Now when I open Visual Studio, The "Getting Started" pane opens with the following message: "An error has occurred while loading Getting Started Information. The remote server returned an error: (404) Not Found." When I try to open a project in the file system, nothing happens. This is on a windows cluster. On the other node in the cluster, Visual Studio opens successfully.

I have the visual studio set up to open empty, NOT to the last thing opened.

    The issue turned out to be correcting my login info from VS to microsoft -
    Once I worked through logging in successfully, I could open the project. It did require me to add web sites to trusted sites in internet exploder.
