I am getting the issue when I try and promote the 2019 server
verification of replica failed the forest functional level is not supported to install windows server 2019
I have DFSR working on the SBS server I have the functional level to 2008 r2
DNS is good
Diag is good
I can't seem to get past this point or find a post where someone has.

2021-10-28T23:15:28.127+00:00 The two prerequisites to introducing the first 2019 domain controller are that domain functional level needs to be 2008 or higher and older sysvol FRS replication needs to have been migrated to DFSR

2021-10-29T00:14:26.017+00:00 Yes and as I said in my post I have done both of these, the domain functionality is at 2008 R2 which is the highest level that SBS 2011 can go to.
