SharePoint Online library modern view

SharePoint Online document library modern view do not enforce metadata values unlike classic experience which is not user friendly.
Since some content types are used for retention policies and records management.
If these metadata fields are blank then the document properties to not serve the purpose.
Is this going to be fixed?

    No, in fact this was changed from metadata required on upload to not required until the item properties are edited.

    Have you looked at modern records/retention management?

    There are browser-based apps that enforce required metadata and allow selection of Content Types.
    You may also want to take into account the access through OneDrive for Business (ODFB) and Office Apps since these applications do not support metadata.

    Agree with Trevor.

    This is by design in modern view. You need to add the values to these fields after uploading.
