Error in Register in Azure Active Directory

we need to register in microsoft partner dashboard (for sign my driver with EV certificate) but when register in Azure AD microsoft return an error.

how I can register in Microsoft as partner?

Could this be the reason?

This error message usually shows up if you inadvertently use special characters, spaces, or country code in your company phone number. The value entered in the Phone Number field can only contain a maximum of 10 characters.
