I doubt that you client have a 16 bit IP subnet mask and this is why your client are not installing as they DON'T fall within the subnet. Hence why it is recommended to use IP ranges only.

What is the recommended boundary setup for a site that had the following subnets
10.173.0.0-10.173.255.255
I tried to setup a subnet of 10.173.0.0, but when I do this none of the applications will install in OSD. If I break it out to 10.173.1.0 subnet (this is where my client ip resides) then all the applications install as they should.

This is why we do not recommend people to use the 'IP Subnet' boundary type.
select IP address range, then specify the Starting IP address and Ending IP address that includes part of your IP Subnet or includes multiple IP Subnets.

If all of the clients will use the same Boundary Group and/or resource(s), you should use an IP address range to avoid any issues with VLSMs that can cause content location issues. If your clients within that subnet are to use separate resources (DPs, MPs, etc), then you should break them into smaller chunks, but still use IP address ranges, in my humble opinion.
