Performance monitor "system summary" is missing

On windows version 10.0.17763.2114, open PerfMon, the system summary information is missing. What could be the root cause?

    Thanks for all your help.

    Here's the update of this issue.
    We finally find that sysmon.ocx is blocked by Applocker, error code 8036. We solved the issue based on this article:

    How come the computer is running 17763?

    Was there failure to upgrade Windows 1809 or were there methods used to block Windows upgrades?

    Open administrative command prompt and type or copy and paste:

    sfc /scannow
    dism /online /cleanup-image /restorehealth
    perfmon/report
    perfmon
    resmon.exe

    Thank you for your reply.
    This machine is used for production. Windows upgrade is blocked. Some customization of the windows has been performed.
    I don't want to execute sfc and dism command on this machine, since I don't want to change the system.
    perfmon result image has been uploaded before.
    Perfmon /report and resmon.exe can be executed successfully.

    If you do not want to modify corruptions / failures /errors etc. then run administrative command prompt:

    sfc /verifyonly
    dism /online /cleanup-image /scanhealth

    To make a superficial check and online repair of the drive file system then run administrative command prompt: chkdsk /scan

    To investigate further a log collector can be run and files can be scanned.

    setupdiag does not repair but only search for known failures blocking upgrades.

    There is little that can be done without the use of common troubleshooting steps:
    a) check and repair the operating system
    b) check and repair the component store
    c) upgrade the operating system
    etc.

    A log collector can be run to check for additional problems.
