The file share has almost 3TB of data and approximately - File Count - 1706244, Folder Count - 212492. The client requirement is to migrate the folders in one modern team site with multile subsites and document libraries. Is it a good practise ? According to them, the administration will be easier with one site collection instead of creating several site collections in SharePoint Online. Please guide me for a proper architecture.

Is there any option to show all the subsites under this site collection in a modern web part, so that users can navigate. Also can it be Audience Targeting ? If the user does not have permission, can we hide it ?

You could achieve your requirement in Highlighted content Web Part according to the following settings:

Content

Source: This site collection

Type: All

Document type: Any

Filter and sort

Filter: Managed property

Find a managed property: content

Managed property name:

ContentClass
Equals
STS_WebContent

Then you could view the posts in those subsite and navigate to them too. Users have no access will not view the posts in that subsite.
