What is the procedure to change the IP address of an existing domain controller and how will the change impact the network ?

After doing the change do an ipconfig /flushdns, ipconfig /registerdns, restart the netlogon service. If the subnet is also changing then recreate the reverse lookup zone. Just right-click Reverse Lookup Zones\New Zone and step through the wizard. Also don't forget to update the DHCP server (if exists) with the new address.
