SSRS ReportViewer problem even though it's DLLs are in the bin dir

I have a new server running SQL Server 2019 and an app using "Microsoft.ReportViewer.WebForms, Version=12.0.0.0"

To save a long explanation, the short version is: I need to install ReportViewer.msi, but when I do, I get the error below:

"Setup is missing an installatin prequesite:
-Microsoft System CLR Types for SQL Server 2014"

If I install "Microsoft® SQL Server® 2014 Feature Pack " on the server that has only SQL Server 2019 installed, will there be any issues or conflicts since I am not installing SQL Server 2014?

    I did a local test, after I installed the “Microsoft System CLR Types for SQL Server 2014”， my sql server 2019 works fine，and then I can install ReportViewer.msi successfully.
