There are some points need to be taken into consideration when coming to the HA of RDS license servers.
But in general, when a client connects, the RDSH will check to see if the client/user has been issued a valid CAL, and will handle any necessary subsequent communication with the license server on behalf of the client.
Also, I found a very old article discussing the RDS license server HA and suggested the option 2 when you have per-user CAL. But if users already got issued CAL before and not expired, you don’t need to move over when the lic1 is temporarily shut down.
Option 2:
Install all 100 licences on lic1.
If lic1 ever went offline, lic2 would over issue all 100 licences but this is ok because it is temporary while we fix lic1 or move the cal licences over to lic2
