How to disable Junk Mail entirely (with new EOP)?

    As I know, there seems to be no such an method to disable Junk Mail with EOP, but if you want to allow specific messages not to be moved to the Junk email folder, the administrator can configure the safe list on the user's mailbox. For more information, please refer to: Use Exchange Online PowerShell to configure the safelist collection on a mailbox.

    By the way, for Outlook client, the Junk Email Filter settings can be diabled by Group Policy. For more information, please refer to: About junk email settings in Outlook.
