Virtual Machine Scale Set Flexible Orchestration

I have created a "VMSS" (Virtual Machine Scale Set) with "Flexible Orchestration", Then I have deleted all the instances to make the VMSS empty. As per my understanding we can add a VM in VMSS with the Flexible Orchestration mode. I want to create a VM by selecting the option "Virtual Machine Scale Set" in "Availability Options" but "Virtual Machine Scale Set" option is greyed out.

I have created a VMSS with Flexible Orchestration and two instances of windows server 2012 r2 are running

Then I deleted the VM instances and want to create a new VM and want to add in scale set option but that option is greyed out.

@Himanshu Rattan Firstly, apologies for the delay in responding here and any inconvenience this issue may have cause
Have you registered to Preview feature?
We need to enable the preview feature and then when creating the VM we can opt for this. but that would creating new VMSS and not to for adding new VMs to existing VMSS.

I have registered the "VMSS Flexible Orchestration Preview" but Still the option is greyed out.

Please see the link https://learn.microsoft.com/en-us/azure/virtual-machines/flexible-virtual-machine-scale-sets here it is mentioned that VM can be added to the VMSS. So if I create a Flexible VMSS and delete its instances and make it empty then I can add a VM into that empty VMSS (At the time of VM creation). Please correct me if this is not the case.

@Himanshu Rattan Apologies for the delay response, Yes, it can be added during the time of creation, but the VM scale set which he created is with "flexible orchestration" ?
As mentioned, it is preview feature of VMSS, firstly we need to register and you try to create VMSS with FO. Try re-register the preview feature and once again and confirm the registration was successful ,
