try to look at this into Event Viewer “Applications and Services Logs -> Microsoft -> Windows -> Terminal-Services-RemoteConnectionManager > Operational”.

2012 RDS - Users unable to connect
Hello,
We have a client who are running a single 2012 RDS session host. Several times over the past week users have been unable to login.
- Connections simply timeout after user enters their credentials
- Either from offsite using RD Gateway/Web access or by using RDP on the local LAN
- Logged on and active users can continue to work, but if they logout or disconnect they will be unable to log back in
- Only short term fix is to reboot the server then users can login again as normal
- When the issue occurs several event log entries are posted about the "The Application Experience service failed to start due to the following error:
The service did not respond to the start or control request in a timely fashion."
The server is fully up to date and we've tried running an SFC scan, DISM Online Cleanup, Chkdsk, disk space is fine and all other aspects of the server appear normal. Memory usage does sometimes peak at at around 80-90% but this issue often occurs when the system is in low usage.
Does anyone know where to start with finding the root cause of this issue?

2021-11-09T06:08:21.58+00:00 I'm starting to think this is not really an RDS but a general system issue. I used our RMM tool to schedule a reboot last night, but issue occured before the reboot and the reboot command failed. Also users have been reporting errors with the MS licensing service popping up a few hours before I start getting reports of disconnections.

Unfortunately 10 days after removing KB3197574 and KB3172614 the issue reoccured, I haven't installed any updates since then. Error 4005 appeared in the event logs again about 90 minutes before multiple services logged "A timeout (30000 milliseconds) was reached while waiting for a transaction response", I checked at this point and no one was able to login, but existing sessions were still running.
Completely stumped.
