Hi, We are planning to migrate SQL server 2008r2 running on Windows 2008r2 to Azure SQL managed instance.
Is it possible to migrate above SQL server to Azure and split between Azure SQL managed instance and SQL Server on VM (on Azure Cloud)?

You have to use Azure migration tool to assessment the Databases before migration as some contents are not supported in the Databases for example SharePoint Database.
    Check this https://azure.microsoft.com/en-us/resources/videos/how-to-migrate-sql-server-2008-or-r2-to-azure-sqldbmi
