Why can't I create a free Container Service

Question

...I keep getting an error:
"Cannot create selected service now", "Please try again in a few minutes".

However, I checked the Azure Services Health and all is green. Is there a SLA for this service?

Can you try to create the container instances now using Azure portal ? I just tried and it went through successfully . Probably it might be a temporary glitch.

Nothing in the Activity Logs or detailed message displayed on the screen.

However, I used Chrome Developer tools and captured the communication between the browser and MS. See below.
