When I try to sign up VS 2017 Community, I got error : "upgrade your browser : looks like your browser isn't up-to-date. To continue, upgrade to the latest version of microsoft edge or your current browser."

What is the system version of your computer? You can try to install the edge browser and sign in to Visual Studio.
I use window 7 now. Do I have to install Edge for signup?

You can try install Edge. If you are using Visual Studio 2019, you can choose to use the system default browser, but this option is not available in VS 2017.
That is what I do not want to install. Edge is much slower than chrome.
I installed edge, but it still get same error.
